JV ~~ Language can be slippery, and everything here depends on the definitions of "ivory" and "fake".
'Genuine' ivory is usually regarded as elephant tusk or whale tooth / narwhal tusk; all of which are heavily regulated in the USA and western Europe. However, you can purchase items made of fossil ivory from walrus and mammoth with (I believe) few or no restrictions.
Modern pre-1972 walrus ivory is regulated but I believe
not as heavily as elephant and whale ivory. While walrus ivory is 'real', it doesn't carry the same cachet as elephant and whale ivory.
'Fake' ivory is usually synthetic; but is sometimes made of bone -- making it phony ivory but a natural material.
The saying that "a little knowledge is a dangerous thing"
is very appropriate here. This post consists of half-remembered scraps of information picked up over the years, and should NOT be relied upon as legal fact.
The laws concerning such matters are complex and often change over time. Do your own research, folks!
UPDATE === from Britannica.com:
"Ivory -- variety of dentin of which the tusk of the elephant is composed and which is prized for its beauty, durability, and suitability for carving. The tusk is the upper incisor and continues to grow throughout the lifetime of male and female African elephants and of the male Indian elephant; the female Indian elephant has no tusks or small ones.
The teeth of the hippopotamus, walrus, narwhal, sperm whale, and some types of wild boar and warthog are recognized as ivory but have little commercial value, because of their small size. Elephant tusks from Africa average about 6 feet (2 metres) in length and weigh about 50 pounds (23 kg) each; tusks from Asian elephants are somewhat smaller."
