It was "Slatterly's People" (1964-65). I thought it was Richard Crenna, but had no idea as to the title. I did a Google search on him...

The exact quote from the opening of each episode of Slattery's People was:

"Democracy is a very bad form of Government, but I ask you never to forget it, all the others are far worse."

Now, I ask you, did they mistakenly use "Democracy" when they meant "Republican," or did they mean exactly what it said?
