Double guard. Appears to be cap lifter, too small for modern Amercan caps. European ? Help..

That is weird. I think it is some kind of cap device. Did you try it on an American cap? And are European caps smaller? Could there be some kind of army ration cap of that size?

Isn't that a sub-hilt? (AKA a place to put your index finger for either protection or greater control)?

it's definitely a bottle opener/cap lifter. I assume compatible with something british/european from the 40's or so.

Not big enough to be sub-hilt, modern caps don't fit, too big for slot. Less than 4" blade, smaller knife.
