That's a real beauty! I assume the scales are horn, but it looks a lot like ivory in the pic. Wazza OAL? Around 23cm?

No, they aren't. Ivory doesn't shrink.

Do all plastics/acrylics shrink? Can I do anything to prevent shrinking?

Some plastics are extremely stable, but earlier ones were more prone to shrinkage. About all you can do is keep them from extreme heat and sunlight.
