I'm still guessing :
1st choice - Filipino
2nd choice - Other Hispanic/Mediterranean
3rd choice - Knifemaker/Blacksmith From ??? [This may be the most likely, if the sheath was all leather, it would be my 1st guess]
The lack of either a stiffening rib or a fuller makes it less likely a "Camel Jockey" got it locally
