Never seen that stamp but it might be Japanese.

The brand is "Cutly", I believe it is Japanese. I've seen "Bullfighter" switchblades with the same brand/stamp.

Those JPLs have a ton of different stamps. It's unusual that yours says "Stainless" instead of "Stainless Steel".
