How much would an older knife drop in value if it was rescaled?

That very much depends on the condition BEFORE it is rescaled.
If it needs rescaling, the value will go up-assuming proper work.

If you are buying a knife, and you can tell it has been recaled-the price should drop a lot.
A proper rescale is indistinguishable from original.

How do you tell if it's been rescaled unless specified?

Look at lots of knives or pictures of knives. Look at how original scales are cut, fitted and finished. Look at safety slots.
