Try cleaning the locking hole in the blade with a toothpick. It may help.
If not, there is a fellow named Stagnut that repairs knives.

If you use your arbor press, it will probably not form the heads properly. It could also bend the pins. Peening involves sharp, light taps which deform the meatal at the head only.

Then you aren't peening properly. Use a small ( 1 - 2 oz.) hammer with light taps.

You shouldn't need any compound. Cut the top of the pin slightly higher than the scale, then push the spinner down hard in the press.
It's still a lot easier to do it by hand, in my opinion. Just buff the rivet heads to get them smooth.

A head spinner will do a good job on some pins, but there are others that should be peened by hand. If the heads are properly peened, a quick shot on a buffer will make them look as good or better than if spun.
American knives usually have spun rivets.

The scoop is that those sellers wouldn't know nickel silver if it bit them on the ass. The only knives from Maniago with NS are Frank's picklocks; and AKC's fish, 13" picklocks, and the big AGA Campolin knives.
The modern button almost requires the safeties that fail.

Nickel silver bolsters can be stamped on the same equipment that is used now, so this should not be a problem.
