Seems to me like both would be a shoe in for the old C-96 action, I don't like 9mm for it's sectional density problems, but the 6.5 would probably eat body armor much like the 7.63 Mauser and be inherently accurate like a 6.5. 25 is an awfully long cartridge length. unless your 9x25 dillon is a bottleneck, I seriously don't see any big advantage over the 9x23 Win. I have something in 9mm Largo (which is also technically a 9x23, just loaded like .38 ACP) and never shoot it due to ammo availability.

From what I've heard both are "miracle" calibers.
