Italy vs China Stiletto Seitchblade
Can I safely assume that all Italians have flat springs, brass liners and all China have round springs, steel liners?

Some Chinese Italian-style stilettos have brass liners (I just checked DHGate to verify).
Some genuine vintage Italian stilettos have steel liners (plated steel). Coricama is one "brand" that comes to mind. These are rare and valuable.
And some knives sold by the Campolins under their "AKC World" brand are made in China, and based on a video I just watched of one, it had a round/wire spring.
But this begs the question, if a knife is commissioned and sold by an Italian brand, but made in China, is it a "Chinese" knife, or an "Italian" knife.

Never assume anything about knives!
In general, Italian knives don't use wire springs. Some have steel liners.
