ROMO was a US importer.
Depending on who made a particular batch of knives for them, it's possible.
I have never seen one.

I have never seen a real pre-50s Italian flatguard with a ROMO stamp. With a few exceptions like Latama, it doesn't seem like the common pl stamps showed up until the stamped bolster pls.
I think I have seen a Derby bo/c with a ROMO stamp. Some people refer to those as flatguards as the guards are technically flat. But I would say it is more likely that he is just misusing the word flatguard and is talking about a regular Italian pl with a ROMO stamp.

ROMO was a New York importer so any switchblades imported by them are likely pre-1954. I have never seen a ROMO flatguard and haven't seen many ROMO switchblades. I do own a ROMO leverlock and a picklock.
