But, Boker possibly didn't make the knife. Most of these were made by 4 or 5 manufacturers for other resellers. Besides, it's jigged bone. Boker uses it to this day, I believe.
This type knife was not made between 1940-and at least 1944 because of the war. They were not imported into the US until 1950.
So, if your dad got it overseas, it's possibly pre-WW2, but more likely post WW2 and bought in Germany.
These are just guesses, BTW.
EDIT- in rereading this thread I have a correction. I said " They were not imported into the US until 1950."
I must clarify that statement. After WW2, German knives were not imported until 1950 because of regulations imposed on German exports.
Also, in the years prior to WW2, anti-Nazi sentiment made German products unpopular in the US. While I'm not sure, there may have been tariffs or regulations preventing importation. (as a side note- I have a late 1930s violin that was German-made, but the label inside says it was made in Italy.)
So, most German cutlery we see here is either pre/post WW1, post late 1930s, or post 1950.

I found a company called Hans Wilhelm Boker in Solingen, Germany (ergo H W Boker). This is not the same company as Boker famous for the tree stamp. H W Boker specializes in high quality scissors.
